For foreign boats you need a permit from port authority, but it's only 25guilders for 3 days. In theory anchoring is prohibition, but only a few mooring buoys, so everyone drops anchor. Beach is pristine and water is astounding. Nice trails around the island. No infrastructure on the island, except for small fishermans houses and big restaurant for people that come on day tours on weekends. Well worth a stop.
